Outgoing John Tory on the salary cap. "Overspending by teams is one of the factors that brought us to the brink of disaster in the mid-90s," Tory said, adding that "a haphazard expansion [to the U.S.] because we were trying to survive" is a mistake that will definitely not be made again. "People can't think that because things are better that we can go back to the way things were. It's more important than ever. We want to run this like a business. The [success] of the past two years have maybe convinced some people that teams can begin to overspend again. This is no time for backsliding." (1999)
